Subject: 21325/Variance/Provident/Hanger@LovellAirport Date: Fri, 5 Apr 1991 11:30:00 -0500 RESOLUTION NO. 21325 A RESOLUTION GRANTING A VARIANCE FROM THE FLOOD HAZARD REGULATIONS TO PERMIT CONSTRUCTION OF A HANGAR FACILITY AT LOVELL FIELD MUNICIPAL AIRPORT BY PROVIDENT COMPANIES, INC., AT ELEVATION 665.50 MEAN SEA LEVEL, UPON CERTAIN CONDITIONS. WHEREAS, plans have been submitted to the Building Official of the City of Chattanooga for proposed construction by Provident Companies, Inc. of a new hangar facility and associated office space at Lovell Field Municipal Airport; and WHEREAS, the finished floor level of these facilities will be at 665.50 Mean Sea Level and the base flood elevation shows the need for a variance of 5.5 feet from the 100 year flood plain elevation 671.00 Mean Sea Level; and WHEREAS, to disallow the variance would cause undue hardship that would be created by requiring the elevation of the site to be raised for the proposed structure; and WHEREAS, the owner understands the additional risks which would be involved if the building is constructed below the 100 year flood plain elevation of 671.00 Mean Sea Level; and WHEREAS, the Building Official has determined that the granting of a variance for said construction would not result in increased flood heights, additional threats to public safety, extraordinary public expense, create nuisances, cause fraud on or victimization of the public, or conflict with existing local laws or regulations; and 0C WHEREAS, the City Council has held a hearing on the recommendations of the Building Official that a variance be granted to Provident Companies, Inc. to permit construction of a new hangar facility at Lovell Field Municipal Airport; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CHATTANOOGA, TENNESSEE, That the applicant, Provident Companies, Inc., has made a showing of good and sufficient cause for a variance, that failure to grant the variance would result in exceptional hardship to the applicant, the variance requested is the minimum necessary concerning the flood hazard to afford the relief requested, and that granting of the variance will not result in increased flood heights, additional threats to public safety, extraordinary public expense, create nuisances, cause fraud on or victimization of the public, or conflict with existing local laws or regulations; BE IT FURTHER RESOLVED, That there be and is hereby granted a variance to Provident Companies, Inc. authorizing construction of a new hangar facility and associated office space at Lovell Field Municipal Airport, with finished floor elevation at 665.50 Mean Sea Level.
